Urgent: Integration of the EU Soil protection - 2007/03/14 22:08 Dear SEDNET members,

The proposal of the EU Directive on soil protection is at present under revision. It is the right (and probably the last) chance we have to try to implement the directive with the sediment issues. The process implies several difficult negotiation steps among EU Member States. The most important one is the “filter” action of the European Parliament. The closest and most crucial negotiation panels among the embassy Attaches of EU member states will take place on March 22, April 26 and May 24.

To include the sediment issues I encourage all the SEDNET members of the different EU States to contact the person/persons which are responsible for the submission of the amendments to negotiators. I do not know whether your country decided to give the mandate to prepare the amendments to a single officer of different Ministries or to a group of experts. In Italy a panel of experts was established by the Ministry of Agriculture (MIPAAF) and by the Ministry of the Environment (MATT). I am one of the members of the panel. I was able to include the sediment issue among the proposed amendments that the Italian negotiator will present next March. To have success, your effort is necessary (indispensable) to persuade the negotiators of your Country to present amendments that are synergic with the Italian proposals.

The probability to see the sediment issue included in the directive largely depends on the number of States that propose the same type of request. To help you to familiarize with the way to present a proposal, I inform you that each amendment needs to be illustrated and justified by a “rationale”. The rationale must be based on policy sound, science, evidence etc. Here: http://www.mclink.it/com/issds/sezioni/fisica/directive.pdf you can see the Italian amendments to the directive (on the left you can read the original text and on the right the emended one).
