CEDE press release: The CEDA EC prize for the best paper
The CEDA EC prize for the best paper goes to Dr Stoschek  of DHI Wasser& Umwelt GmbH, Syke, Germany

ImageIn line with our continued effort to make CEDA and our activities better known and the vast amount of knowledge and expertise within our membership available to a wider audience in countries where - at present - we have a limited membership, the Environment Commission of CEDA decided to consider papers presented at the Black Sea Coastal Association, (BSCA) conference 4th International Conference on Port Development and Coastal Environment (September 2007, Varna, Bulgaria). CEDA’s involvement in this event was via the Environment Commission (EC) of which Dr Valeri Penchev, Vice-chairman of the Board and Executive Manager of BSCA, is a member. The conference was organised by the BSCA and supported by CEDA. We feel that the representation of BSCA on the EC, which dates from 2005 has been the starting point for more structured communication between the two organizations  and that the conference in Varna has given a new impetus to this process.

During the conference the EC presented two technical sessions and hosted a lively panel discussion on dredging and the environment, chaired by Polite Laboyrie (Rijkswaterstaat, the Netherlands). The conference round-table discussion was chaired by Neville Burt (HR Wallingford, UK) Chairman of the ESC.

The Members of the EC selected three papers in advance of the conference, listened the presentations and, in tough competition, Dr Stoschek came out as the winner, for his paper entitled ’Possibilities of minimizing sedimentation in harbours in a brackish tidal environment’. Since sedimentation in harbours cannot be avoided, this paper, which considers the mechanisms that are involved in sedimentation in brackish waters, makes an important contribution to the understanding of the influence of the various parameters involved. He shows how the influence of these mechanisms can be evaluated and how solutions to sedimentation problems can be developed.
The EC also highly commended the two other papers, both from Spain, that they had selected.  The paper of A. G. Gómez, B. Ondiviela, J.A. Juanes, J.A. Revilla, A. García, V. Vargas, C. Álvarez, and A. Puente, entitled: ‘A risk assessment approach to contaminant emissions in seaport areas: methodological procedure to calculate susceptibility’, which outlines the response of the Spanish National Port Administration to the Water Framework Directive. This paper, describes an indicator to estimate susceptibility, a methodological procedure to calculate it, and an evaluation criterion to assess this parameter that have been established and applied to the Port of Gijon in the North of Spain.

The third paper entitled: ‘A tool for the management of seaport water bodies quality. ROM 5.1. Quality of coastal waters in port areas’, by Bárbara Ondiviela, Aina G. Gómez, José A. Revilla, José A. Juanes, César, Álvarez, Araceli Puente, Andrés García, was written to illustrate the Spanish response to the Water Framework Directive.  The paper introduces the first methodological and technical tool for the integral management of seaport water quality, with direct incidence in design, evaluation and environmental monitoring of infrastructure works, activities and port operations. This tool is included in the Spanish standardization programme of ports (ROM PROGRAMME), which was published in 2005 under the title of ‘ROM 5.1. Quality of coastal waters in port areas’.

CEDA is a non-profit international professional association that provides an independent forum for the exchange of knowledge on dredging techniques, technology and dredged material management for the development of good practice. CEDA facilitates contacts within and outside the dredging community and aims to enhance public understanding of dredging. CEDA is open to all those involved in dredging-related activity who live or work in Europe, Africa or the Middle East and its interests encompass all aspects of dredging including research, planning, design, equipment operation and management. CEDA is a member of the World Organisation of Dredging Associations (WODA).
