New SedNet supporterGermany shares major river basins, such as the Rhine, Elbe, Danube, and Oder with other European countries. Waterways play a key role in ensuring Germany?s attractiveness as a business location. 46 million m3 have to be dredged annually to maintain them. As a densely populated industrialized country in Germany most of the available land has ben developed for economic and social utilization. Pristine countryside has become a valuable resource. Due to historical contamination the sediment quality in some rivers could be too poor to achieve the desired ?good status?. The European Water Framework Directive (WFD) pursues the aim to achieve a good ecological and chemical status in the surface waters of European river basins by the year 2015. The implementation of the WFD will result in a shift in the scope of water management from local scale to river basin scale. As a consequence, sediment and dredged material management needs to be integrated into river basin management plans required by the WFD. It is a matter of fact that European water managers become increasingly aware of the pollution of river beds as a cross-border problem. The Federal Institute of Hydrology (BfG) is the scientific institute of the German Federal Government for research, assessment, and consulting in the fields of hydrology, water-resources management, ecology, and water conservation. It acts as consultant for the Federal Government and in particular for the Ministry of Transport, Building and Housing (BMVBW) and for the Ministry for the Environment, Nature Conservation and Nuclear Safety, (BMU). The Institute monitors the scientific progress and analyses experiences gathered in Germany and abroad and participates in the activities of pertinent national and international organisations and bodies. The BfG hosts the Secretariat of the German National Committee for UNESCO's International Hydrological Programme (IHP) and WMO's Operational Hydrology Programme (OHP). Furthermore, the BfG is a member of the European Network of Freshwater Research Organisations (EurAqua), which aims to contribute substantially to the development of European freshwater science and its dissemination on a European scale, and specialists of the BfG contribute actively to the work of several International River Commissions. Two of the main tasks of the BfG comprise (i) identifying and solving conflicts of interests between the transportation function of Waterways, on the one hand, and water-resources management and ecology, on the other and (ii) monitoring of the water quality in transboundary rivers and coastal waters. Sediments have been in the focus of the BfG?s work since more than 20 years. Between 2002-2004, SedNet has focussed on understanding river-system functioning and how to manage contaminated sediment and dredged material in a sustainable way (cf. ?Strategy Paper?; www.SedNet.org). The main recommendations resulting from the SedNet activities were directed towards (i) EU policy development; (ii) sustainable sediment management as part of river-basin management plans; (iii) specific management solutions, e.g. for restoration or treatment; (iv) sediment monitoring under the WFD; (v) research needs. Considering (i) the challenges Germany and it's European partners face in terms of sediment management, (ii) the BfG experience and expertise, and (iii) the role of SedNet as a European network for environmentally, socially and economically viable practices of sediment management on river basin scales it is logically consistent for the BfG to support SedNet. ; www.bafg.de) top SedNet on the agenda at the European Seaports Organisation (ESPO)At the 28th of June, during the Environment Committee of ESPO, Marc Eisma from the Port of Rotterdam (SedNet Steering Group member) gave a presentation on SedNet. The outcomes and with that the booklet "Contaminated Sediments in European River Basins" were presented. Important for ports is the recommended integration of sustainable sediment management into the Water Framework Directive and to find solutions that carefully balance the socio-economic and environmental values and that are set within the context of the whole river system. Keeping in mind the difficulties of dredging activities and the implementation of the WFD, the outcome of SedNet could provide some guidance in this matter. Mr. Eisma informed the ESPO members that they can join and support this network. Most ports already were involved in the different working groups of SedNet and are very supportive of the network. Other items on the agenda in relation to SedNet were the differences in interpretation of the Landfill Directive for dredged material in different countries and the European Waste Directive in relation to dredged material handling. top UK developments regarding sediments and soilsRecently, there have been some exciting developments regarding sediments and soils in the UK. Cranfield University have submitted an application for a network on sediments (see text below on SedComUK by Sue White) which will hopefully provide a platform for networking between scientists, end-users and policy-makers. In addition, authorities such as the Environment Agency (EA) and the Department for Environment, Food and Rural Affairs (DEFRA) have recognised the important role that sediments play in river catchments and are developing "expert groups" made up of EA and DEFRA staff and expert scientists to help identify priority areas and to direct research themes and agendas. There are also several existing projects and some forthcoming projects funded by DEFRA, EA and the UK Research Councils that are concerned specifically with soil (including soil erosion and delivery) and sediments in rivers. There will also be a workshop on "Sediment management in river catchments" to be held in Manchester on 16-17th November 2005 aimed specifically at end-users and policy-makers. A new book entitled "Soil Erosion and Sediment Redistribution in River Catchments: Measurement, Modelling and Management" is also to be published in a few months time. ). top SedComUKA proposal has been submitted to the UK Engineering and Physical Sciences Research Council for a UK Sediment Network grant. Definition of Reference Conditions, Control Sediments and Toxicity Thresholds for Limnic Sediment Contact TestsIn current biotest approaches, intact organisms or in vitro systems are exposed to sediments using different exposure scenarios. The most important issue in sediment toxicity testing protocols is the question which test phase - solid or liquid - should be used. Whole-sediment exposure protocols represent the most realistic scenario to simulate in situ exposure conditions in the laboratory. However, until now there is no agreement in how to acquire and to evaluate the data of the various available sediment contact assays. The studies of the forthcoming joint research project aim to improve the interpretability and applicability of sediment contact tests for the quality assessment of a wide range of different sediments by addressing reference conditions, control sediments, and toxicity thresholds for limnic sediment contact tests. In seven subprojects a set of recently developed assays are applied that use test organisms of different trophic levels, inhabiting the various microhabitats within freshwater sediments: bacteria (Arthrobacter globiformis), fungi (Saccharomyces cerevisiae), nematodes (Caenorhabditis elegans), oligochaetes (Lumbriculus variegatus; toxicity and bioaccumulation), fish (Danio rerio), and higher plants (Myriophyllum aquaticum). This project intends to develop strategies for a successful river basin management and to provide best-practice tools on an international basis. Hereby sediment issues will play an important part in some case studies, such as the Hamburg-Elbe-case. The project aims at providing experimental and modelling tools for the analysis and prediction of effects, exposure and risks of chemical contamination in aquatic ecosystems on the basis of reliable cause-effect relationships as a basis for improved decision making that helps to achieve a good ecological status in European water bodies as demanded by the Water Framework Directive till 2015. 25 partner institutes in 13 European countries combine their efforts, organised in 7 subprojects and three case studies focusing on the river basins of the Elbe in the Czech Republic and Germany, the Scheldt in Belgium, the Netherlands and France and the Llobregat in Spain. As a result, U.S. regulatory agencies adopted guidance and policies to incorporate WET monitoring and limitation. Discharges found or predicted toxic to aquatic life by this monitoring were required to be resolved often through the toxicity reduction evaluation (TRE) process with toxicity identification evaluation (TIE) acting as a series of characterization steps that could be used as part of the broader TRE to identify the causes of observed effects. These tools were initially described by the USEPA in the 1990s, but few compendia of updated techniques or knowledge gained were easily accessible. Almost 25 years after the Clean Water Act established a framework for effluent toxicity control, SETAC invited North American and European participants representing universities; government, research, and regulatory agencies; mining and chemical industries; and consulting services to a Pellston Workshop on TRE/TIE to update and advance the understanding of the TRE process and the science of TIE in aqueous effluents, surface water, and sediments. While the goal of the workshop was to document the various aspects of the TRE process with specific attention directed to TIE procedures, what resulted was this comprehensive guide to TRE/TIE, detailing procedures and including more than 30 case studies describing various aspects of the process. Remediation methodology as well as the preceding risk assessment of contaminated sediments has to be seen in the context of sustainable sediment management and the holistic river-basin approach of the EU Water Framework Directive (WFD). Both for establishing sediment-related quality objectives and for developing technical problem solutions a set of practical process knowledge is needed that uses a wide range of simulation techniques as well as models in different spatial and temporal scales. The coordinated research program SEDYMO comprising 13 subprojects is funded by the German Federal Ministry of Education and Research (BMBF) since May 2002 (http://www.tu-harburg.de/ut/sedymo). On March 26 to 29, 2006, an international Symposium on Sediment Dynamics and Pollutant Mobility in River Basins will be held at Hamburg University of Technology (TUHH).The symposium program comprising 10 overview lectures, 30 oral presentations and 3 poster sessions presents the basic information on interacting hydromechanical, geochemical and biological processes (day 1 and 2) and its role in the river-basin wide risk assessment and remediation approach, as designed by the Demand-Driven European Sediment Research Network (SedNet; day 3). SedNet overviews will be presented by Wim Salomons on European River Basins, Marc Babut on Sediment Risk Assessment and Jos Brils on Sediment Perspectives (preliminary programme: http://www.scientificjournals.com/sj/jss/pdf/aId/7593). October 13-14, 2005, Bremen, Germany At the Max Planck Institute for Marine Microbiology the research project TREAD was carried out under the European Commissions Fifth Framework Program. This project was funded to set out new standards for the management of contaminated sediments based on scientific results. To bring together scientists, harbor managers, and dredging organizations/companies a European workshop on heavy metal contaminated, marine sediments will be held at October 13th to 14th 2005 in Bremen, Germany. With this conference new insights on the effect of heavy metals on benthic processes and new measuring tools will be presented and the consequences for future sediment management strategies will be discussed between scientists and stakeholders.
