Conclusions SedNet Steering Group meetingOn November 22 -23, 2005, the Steering Group of SedNet met in their SedNet homebase in Venice in order to discuss the strategy for 2006. The Steering Group comprises a mix of stakeholders and scientists, representing some major European Ports, environmental and applied research institutions and universities. They agreed on the necessity to put forward and further elaborate the topic on how to integrate sediment management in river basin management plans, which are required by the EU Water Framework Directive. In addition they emphasized the thematic extension of SedNet to the coastal and marine areas and to sediment quantity issues. Sediment as the link between rivers and seas may become of significance in linking the EU Water Framework Directive and the EU Marine Strategy. For the discussion of both topics – sediment management in river basin management plans and sediment in the scope of the Marine Strategy – SedNet workshops are planned on 23-24 November 2006 in Venice. ). top SedNet websiteThe past three months, since the launch of the new website at November 4, 2005, about 70 new users joined the SedNet community through the website. At the end of January 2006 the total number of users is 196 and this number is growing steadily. About 50 users are frequent visitors of the site.
From the launch the top-3 most downloaded documents are the SedNet booklet (45 times), Sediment and Dredged Material Treatment (37 times) and Sediment management in the context of the EU Water Framework Directive (30 times).
The most popular newsflashes from the past months were the SedNet Activities in 2006 (November 28th, viewed 152 times) and Sediment Blues (December 9th, viewed 135 times). After login you can change this password for your convenience through the link 'My details' in the user menu. top SedNet establishes contact with EurAquaEurAqua (http://www.euraqua.org/) is a European network of Freshwater Research Organisations. The aim of this network is to contribute to the development of European freshwater science and its dissemination on a European scale. Thus it has a significant input on the development of the scientific basis of European water management. The EurAqua Partner institutions are leading, generally governmental, freshwater research institutions in the Member States of the European Union plus Norway and Switzerland. At the moment EurAqua has 20 partner institutes and 1 observer member. The German Federal Institute of Hydrology (BfG) and the Institute for Inland Water Management and Waste Water Treatment in the Netherlands (RIZA) both actively contribute to SedNet and EurAqua. On the initiative of the BfG the SedNet issue will be a topic on the Agenda of the next EurAqua meeting at Budapest in April 2006. The possible co-operation between the two networks, SedNet and EurAqua, could substantially support a comprehensive European water policy, which puts forward the idea of a sustainable sediment management at river basin scale. top A sediment management strategy for the Rhine basinOn demand of The Netherlands and Germany at the beginning of 2005 the International Commission for the Protection of the Rhine (ICPR ; www.iksr.org) set up a new Expert Group. The group - chaired by Martin Keller from the German Federal Institute of Hydrology (BfG), one of the funding partners of SedNet - aims at developing a 'Comprehensive strategy for the sediment management in the Rhine basin'. In May 2005, an international workshop was held on this issue in Bonn, Germany. Jos Brils, the long-time coordinator of SedNet, was invited to the workshop to present the SedNet view on sediment management. The Rhine experts consider the results of the SedNet activities as extremely valuable for their work. The required strategy should support the competent authorities of the Rhine in implementing sediment management in the river basin management plans. These plans are to be developed by 2009. As a first result of the expert group a survey of old contaminated sediments in the Rhine basin will be presented by mid 2006. The surveyed hot spots will be ranked according to their potential risk to erosion. In the near future SedNet will intensify the contacts to other river basin commissions like those of the Elbe, Oder, and Danube in order to draw their attention to the sediment management issue. top CEDA UK Establish Liaison Group for the Promotion of the Beneficial Use of Dredged MaterialFollowing a successful half-day meeting on Dredged Material as a Resource held in June 2005 at the Institution of Civil Engineers in London, the UK Section of CEDA has formed the CEDA Liaison Group for the Promotion of the Beneficial Use of Dredged Material. The inaugural meeting of the group was held in January 2006 and was attended by representatives of DEFRA, the Environment Agency, Cefas, English Nature, British Waterways and the ports and dredging industries. The integrated CEDA initiative will focus on Regulation, Information, Education and Regionalisation with a view to facilitating the use of dredged material by establishing regional groups of stakeholders. A national committee, who will take a long-term view of opportunities for dredged material use including disposal options that have beneficial impacts on coastal and estuarine sediment balances, will provide guidance to the regional groups. A scoping study has been initiated which will identify the regulatory issues that must be addressed in order to reduce the barriers to dredged material use and the information needs of the regional groups. ). top DREDGELINE, the online bibliographical reference databaseMuch of the knowledge on dredging and dredged material management is contained in “grey” literature such as research reports and proceedings of various conferences.
Considering the high cost of research and the benefits in learning from the experiences of others, CEDA, IADC (International Association of Dredging Companies) and VBKO (Dutch Association of Contractors in Dredging, Shore and Bank Protection) joined forces to develop an on-line bibliographic reference system to be made available to everyone. The purpose of DredgeLine which was issued in 2002 is to improve access to the vast body of knowledge existing worldwide in the fields of dredging and dredged materials management. DredgeLine currently has some 4000 bibliographic citations, mostly with abstracts of the relevant international literature. It covers a broad range of subjects including dredging equipment and technology; dredging processes; dredged material management and beneficial use; sediment behavior; contaminated sediments; land reclamation; surveying; geotechnical aspects; environmental aspects; regulations, policy, etcetera. DredgeLine also includes hot links to downloadable documents and to the source organization of the documents.
Searching can be done by title, author, periodical title or conference name, abstract, number and by English keywords. The database is updated continuously. The records are prepared by the Library of the Delft University and Technology. DredgeLine is available to everyone free of charge at : www.dredgeline.net. If you have books, reports or other publications that you'd like to see included into DredgeLine please send copies to the CEDA Secretariat (Radex Building, Rotterdamseweg 183c, 2629 HD Delft, The Netherlands). The documents will be forwarded to the Library of TUDelft where they will be kept after processing. Please note that the CEDA Secretariat is not in the position to return documents. top The 1st International Ports and the Environment Conference of GreenPort in Antwerp, 22-23 February 2006Environmental issues are coming to the centre of the port development debate. It is no longer financial and engineering concerns that drive port development. Rather, it is achieving consent to development that is critical. Time delays and increased costs have become a major brake on trade growth. This is already the case in Europe and North America and will certainly come to the fore elsewhere in the short term.
It is not sufficient for project promoters to try to “steamroller” opposition - or for environmentalists to simply object to new economic realities. Ports can be developed on a responsible environmental basis and considerable experience has been gained at the world level.
On this conference also dredging and its environmental impact will be discussed. GreenPort 2006 is a forum for the discussion of these issues – it is the first meeting of port developers and specialists and will chart a way forward for the responsible and environmentally-literate development of new port capacity.

NATO Advanced Research Workshop
16–19 March 2006, Venice, ItalyThe focus of this ARW is to review the current practices and options for improvement of risk assessment and risk management practices to address the complex challenges of protecting, preventing, and responding to threats that jeopardize security and critical infrastructure at industrial ports. Within an all-hazard framework, the specific focus of the workshop will be on addressing risks of extreme events (hurricanes, earthquakes, etc.), risks associated with industrial operations (dredging, environmental management, occupational safety, and accidents), threats and vulnerability analysis and consequence assessment. This ARW brings together security experts and scientists from NATO member and partner countries to share their experiences and expertise in risk assessment, industrial port security programs, engineering, maritime shipping, and environmental regulation regarding the state-of-practice and the evolutionary changes that require the development of effective risk management tools that appropriately consider environmental security and sustainability and provide for systematic and transparent decision-making. Methods discussed at the meeting will be incorporated into an “International Risk Management Toolbox” that will be published in the NATO ARW proceedings. NATO partner countries will benefit from the meeting through international interaction and cooperation along with the development of a reference work containing the most important and useful risk management tools to promote and evaluate environmental security and sustainability.
