SEDNET EVENTS 2006: 22-24 NOVEMBER, VENICE
The SedNet Steer
Group (SG) met again on 30 March 2006 at the TU-TECH in Hamburg,
Germany.
The SG agreed upon two (integrated) SedNet events to be organised on 22-24
November 2006 in Venice, Italy:
- A round-table meeting with invited participation of top-level (helicopter
view) scientists and of SedNet SG members, stakeholders and end-users on how to
come to practical recommendations/guidance towards integrating sediment
management in WFD River Basin Management Plans (Wednesday 22/11/06 afternoon
& Thursday 23/11/06 morning).
- A one day symposium (Friday 24/11/06), public, (invited keynote lectures,
selected abstracts/presentations and abstracts/posters) on the scientific
SEDIMENT key-issues at stake (i.e. setting the state-of-the-art and then
defining the knowledge gaps) in the transition area between the river-basin
system and the marine-system (i.e. where sediment, together with water, forms
the natural connecting matrix between the WFD and the upcoming Marine
Framework Directive (MFD)). This day will be kicked-off by a presentation of
the outcome of the round-table.
The round-table will be preceded by the SedNet SG meeting to be held
Wednesday morning 22/11/06.
The Steer Group will work out the details for these events. More information
will soon be made available.

NEXT STEP IN THE COOPERATION OF SEDNET WITH EURAQUA
On April 6 and 7, 2006 the 26th Management Board Meeting of the European
Freshwater Network "Euraqua" took place in Budapest. On At this meeting, BfG has
introduced SedNet to the Euraqua community and conveyed a Sednet collaboration
offer including (i) mutual linking ofn websites, (ii) participitation of SedNet
in Euraqua activities, e.g. Euraqua's "Scientific and Technical Reviews", and
(iii) the participitation of Euraqua in the SedNet event (see front-page of this
newsletter). The SedNnet presentation was very well received. Several Euraqua
partners have shown their strong interest in collaborating with Sednet. A
Euraqua working group will be established on the issue which includes (among
others) the Finnish Environment Institute (Syke), the Norwegian Institute for
Water Research (NIVA), the Laboratório Nacional de Engenharia Civil (LNEC,
Portugal), the University of Ljubljana (Slovenia), and the Federal Institute of
Hydrology (BfG, Germany). The working group is meant to be the Euraqua interface
for taking up first contacts to SedNnet soon, and keeping contacts alive in a
practical and efficient way.

DANUBE SEDIMENT WORKSHOP
24-25 March 2006, Budapest, Hungary
On 24 and 25 March 2006 a Danube sediment workshop was jointly organised in
Budapest by SedNet and AquaTerra in
cooperation with the ICPDR, UNESCO IHP/ISI and VITUKI and sponsored by UNESCO.
The full title and objective of the workshop was "Towards the integrated
management of the Danube sediment-soil-water-system as support to the
implementation of the EU Water Framework Directive (WFD) in the Danube
river-basin". Participants originated from all 13 major Danube countries and
there were key-note lectures of, a.o., the ICPDR (Igor Liska) and of the ICPR (Martin Keller/BfG). A complete list of all
presentations and more details about the workshop can be found in the workshop
brochure.
The Danube participants committed themselves to come, before the end of 2009,
to a (preliminary) sediment balance for the Danube and its main tributaries.
Furthermore, they agreed on a road map on preparation of an analysis, which
should reflect the current state related to sediments within the Danube River
Basin including the sediment quality and their impact on the ecological status.
This analysis should advise on the implementation of sediment management in the
Danube WFD River Basin Management Plan. This outcome is also supported/endorsed
by the representatives of the ICPDR (Igor Liska), UNESCO (Philippe Pypaert) and
SedNet/AquaTerra (Jos Brils).

SEDYMO-CONFERENCE ON “SEDIMENT DYNAMIC AND POLLUTANT MOBILITY
IN RIVER BASINS”
26-29 March 2006, Hamburg, Germany
This international conference on Sediment Dynamics and Pollutant Mobility in
River Basins focused on the influence of geochemical, hydromechanical, and
biological processes and interactions on the release of nutrients or pollutants
from the sediment into the water phase. In addition to results from the German
coordinated research project SEDYMO (‘Fine Sediment Dynamics and Pollutant
Mobility in Rivers’), a number of international key note speakers added to
information exchange and discussion. Also speakers from SedNet were invited to
present various aspects of river basin management, risk assessment and sediment

SEDIMENT STUDIES IN THE EU-PROJECT ERAPHARM
To date, only very limited information is available on the extent of sorption
of pharmaceuticals to sediments, on their persistence in sediments, and on their
chronic effects to sediment organisms. Within the EU-funded research project
‘Environmental risk assessment of pharmaceuticals’ (ERAPharm; 1st Call, 6th
Framework Pprogramme), which aims to improve existing knowledge and practice for
evaluating the environmental risks of human and veterinary pharmaceuticals,
these issues are addressed.
Analytical methods have been developed to analyse
selected pharmaceuticals down to the ng/g-range in sediments. Using these
methods, a series of laboratory experiments has been started to investigate
sorption to and degradation in sediments with different characteristics. Fate
studies will be performed to determine the influence of environmental (including
pH, TOC, proportion of clay, salinity, redox conditions) and chemical (e.g.
H-bonding potential, hydrophobicity) variables.
Effect studies are conducted
with sediment-dwelling organisms representing different habitat and feeding
strategies. The effects of the veterinary parasiticide ivermectin have been
studied in chronic tests with the midge Chironomus riparius and the
oligochaete Lumbriculus variegatus. In further studies, effects of
ivermectin on the nematode Caenorhabditis elegans will be investigated. A
sediment bioaccumulation study with L. variegatus and ivermectin is
planned. Moreover, the toxicity of a selected human pharmaceutical to C.
riparius will be studied.

CLEANER RHINE DUE TO AGREEMENT OF PORT OF ROTTERDAM WITH THE
ASSOCIATION OF THE GERMAN CHEMICAL INDUSTRY
The last five years, the German Verband der Chemischen Industry (VCI –
Association of the German Chemical Industry) has further reduced its discharges
of contaminants into the Rhine. This represents an important impulse for the
quality of the Rhine water and consequently the quality of the sediment in the
port of Rotterdam. At present no longer the direct discharges are the most
contaminating source in the Rhine. Due to the significant reduction of these
discharges no more stringent reductions are required from the VCI.
This
fourth agreement between both parties was signed at on the 19th of April by
Pieter Struijs, the Senior Executive Vice-President of the Port of Rotterdam.
With this agreement the VCI agrees to maintain its low level of discharge for
its contaminants. Compared to the discharges of 1986, the year the negotiations
for the first agreement started, significant reductions have been made for Zink
(86 percent), Chromium (93 percent), Copper (80 percent), Nickel (83 percent),
Cadmium (88 percent), Mercury (83 percent), Arsenic (50 percent), Lead (70
percent) and the sum of organic halogens (90 percent).

VISION DOCUMENT ON MARINE DREDGED MATERIAL
The Chemical Toxicity Test (CTT) is a system for assessing the relocation of
dredged material in marine waters, which was put into practice in summer 2004 by
the Dutch Ministry of Transport, Public Works and Water Management. In that same
period an integrated future vision of how sediment is to be dealt with in Dutch
marine coastal waters was also announced. It was stated that the CTT would be
evaluated, partly with a view to this future vision.

INNOVATION PROGRAM FOR SEDIMENT MANAGEMENT IN THE
NETHERLANDS
Within the Netherlands Directorate-General of Public Works and Water
Management ('Rijkswaterstaat'), a program was started in 2003 that aims at the
application of innovative concepts in the management of water and sediment. The
idea behind this program is that the current maintenance of the water ways in
The Netherlands may be organized to satisfaction, but are also highly expensive
to continue in the future. Many known and unknown changes have to be dealt with
and offer chances for innovation, such as:
- Climate change
- Increased pressure on space (on land and on water)
- Multipurpose use of water and bordering structures such as dikes
- Public perception of risks of pollution
In the theme ‘Sediment’ there is a call for innovations that could
lead to:
- Decreased quantities of sediments that need to be dredged for the
maintenance of water ways (how to influence sedimentation patterns);
- Decreasing the quantity of sediments to special depots and initiate the
production of building materials out of contaminated sludge’s by techniques as
cold immobilisation
- Reduction in costs for (maintenance of) shipping facilities, such as
sluices, navigation equipment etc.
- Sediment as a valuable resource: focus on beneficial use of sediments (e.g.
as construction material)
- Innovation in treatment technologies for dredged material
- Participation of stakeholders: cost-benefit analysis, risk perception by the
public and communication
- Application of principles of sustainable development in river basin sediment
management plans
- Development of legislation for the management of sediments
The following projects have been started:
- Terps of sediment. In this project we Rijkswaterstaat seeks for
opportunities to combine dredging activities with beneficial use of sediments,
even if those sediments are polluted. Knowledge on the behaviour of the
contaminants, sandwich techniques for the isolation of contaminated sediment,
and evaluation of risks for the environment and for human health play an
important role in this pilot project. In 2005 locations for pilot projects have
been selected and technical and legal requirements for the project are
investigated. In the period 2006-2007 the realization of these projects is
planned
- Stimulation of sediment ripening. Silty sediments require dewatering
and ripening before material can be produced that can be used in construction
works (e.g., roads). In case it is necessary to accelerate this process, certain
additional treatment techniques come into focus. No decision has yet been made
for starting pilot projects.
- Stakeholder participation. Rijkswaterstaat seeks opportunities to
apply a model for active involvement of stakeholders in the process of fact
finding in sediment management projects. Supported by the Dutch funding program
“Leven met Water” (“Living with Water”) and the theme “Sediment management” two
pilot project were started in 2005.
- Statistical techniques to estimate sediment quantities. The volume of
sediment that has to be dredged is an important uncertainty in the planning of
dredging operations. New statistical techniques have been tested that enable
more cost-effective sampling than with classical methods.
- Sediment management plans. Sustainable sediment management issues
need to be handled from the river basin perspective. Therefore sediment
management plans need to be developed in which the interests of all stakeholders
are balanced and translated into clear management options. For the
implementation of sediment management plans pilot projects are needed. This work
is carried out within the framework of the Dutch-German Exchange on dredged
material and the International commission for the protection of the Rhine
(ICPR).
- From contaminated sediment to building material. In this project,
Rijkswaterstaat is looking for opportunities to use the technique of cold
iImmobilization for handling contaminated and / or instable sediment to a useful
and certificated building material. It is the intention to use the end product
in infrastructural constructions instead of putting it in special sludge depots.
Geo-phfysical aspects and the environmental consequences of contaminated
sediment after handling with the cold immobilization (CI) process play an
important role in this pilot project. In 2004 and 2005 a project involving the
treatment of 50,000 m3 has started up. It is the intention scaling up
the production process and looking for broader use of C.I.-materials.

ESPO – European Sea Ports Organisation
The European Sea Ports Organisation (ESPO) is concerned that dredging is
under-represented in the current implementation process of the Water Framework
Directive and that more attention is required. Hence ESPO wants to raise more
awareness of the implications of that the Water Framework Directive may have for
the wider navigation sector and specifically for dredging.

A SEDIMENT COMMUNITY FOR THE UNITED KINGDOM: SedComUK
The recent series of EU legislation provide incentive for addressing the role
of ecology and sediment management in an integrated, ecosystemd based management
approach. In particular the ad hoc and fragmented nature of sediment management
in the UK has prompted the Environment Agency to undertake development of a
“Sediment Management Framework for England and Wales”.
SedComUK was founded to address such issues.
On 28-29 June 2006 SedComUK organises its First National Meeting, which is
intended as a problem-formulation meeting. The event will be held at Cranfield
University, UK.

SEDIMENT COURSE UNESCO
Remediation and handling of contaminated sediments is an advanced subject,
that is of vital importance for the development of harbours, navigation, water
management and the environment. Within the Ministry of Transport, Public Works
and Water Management of the Netherlands a rich experience has been obtained
during the past years on this subject. The efforts of the Ministry are
implemented in the Netherlands practice by the Head Office, the Specialised
Services and the Regional Directorates with full involvement of the private
sector. The Specialist Services have brought their activities under the Aquatic
Sediment Expert Centre (AKWA), which is specialized in all aspects of
contaminated sediments.
In many countries of both the developed and the developing world, as well as
in countries in transition, the issue of polluted aquatic soils is emerging and
an increased need is felt to enter into cleaning programmes. For this purposes
the know-how as developed in the Netherlands can be very well exposed in a short
course. Within the framework of a recently agreed MOU between the Ministry of
Transport, Public Works and water Management and UNESCO-IHE, a short course of 4
days was prepared by AKWA in cooperation with UNESCO-IHE, Core Land and Water
Development. The course was titled remediation and handling of contaminated
sediments, and took place from August 25th until September 1st 2005.
Also in 2006 the course will be organised: from 4-8 September 2006 in Delft,
the Netherlands.

FP6 COORDINATION ACTION (CA) ON RISK BASED MANAGEMENT OF
RIVER BASINS
Several projects under the 4th FP6 call for proposals have been selected for
contract
negotiation. One of them is the CA RISKBASE. This CA maybe of interest to
you as it will also address sediment.
In RISKBASE, leading European scientists and representatives of major,
European stakeholder groups will review and synthesise the outcome of EC RTD
Framework Program projects, and other major initiatives, related to integrated
risk assessment-based management of the water/sediment/soil system at the
river-basin scale. The synthesis will lead to the development of integrated risk
assessment-based management approaches enabling the prevention and/or reduction
of the negative impacts caused by human activities on that system.
RISKBASE aims to deliver: 1) An overarching concept, generic approach and
guiding principles to integrated risk based management of river basins, 2)
Recommendations towards evolution and implementation of risk based management in
national and community policies and towards implementation in management, and 3)
A proposal for the European research agenda related to risk based
management.
For that RISKBASE will organise several workshops dedicated to specific
issues related to risk based management at the river-basin scale. Furthermore,
RISKBASE will annually organise a General Assembly (GA) and will make use of
EUGRIS as web-based information exchange structure. The workshops, GA and the
website will be open to all who are interested and willing to contribute to
achieve the RISKBASE goals and objectives. Thus an open, transparent and
flexible structure is created ensuring the integration of all essential
knowledge, expertise and experience in order to make RISKBASE a success.

RISK MANAGEMENT TOOLS FOR PORT SECURITY AND CRITICAL
INFRASTRUCTURE -
NATO ADVANCED RESEARCH WORKSHOP
16–19 March 2006, Venice, Italy
Effective risk assessment and management at industrial ports and harbours
require consideration of port security, which includes the protection and
maintenance of critical infrastructure, emergency response planning, and the
adoption of sustainable practices. The risk assessment process can provide port
and governmental authorities with the appropriate tools to prioritize
environmental, socioeconomic and security needs and to develop a foundation for
evaluating scenarios likely to impact safety and environmental and socioeconomic
sustainability. Presentations will be available here and a proceedings book
will be published by NATO.

RECENT PERIODICALS AND PUBLICATIONS
EPA's Office of Solid Waste and Emergency Response has issued the final
Contaminated Sediment Remediation Guidance for Hazardous Waste Sites. The
guidance is designed to assist EPA staff managing sediment sites by providing a
thorough overview of methods that can be used to reduce risk caused by
contaminated sediment.

CALL FOR ABSTRACTS
“Efficient Assessment, Effective Management, Successful Remediation” will be
the theme of the Fourth International Conference on Remediation of
Contaminated Sediments (Savannah, Georgia; January 22–25, 2007). This
biennial conference was held previously in Venice in 2001 and 2003 and in New
Orleans in 2005. The Conference is organized and sponsored by Battelle; co-sponsors
are other organizations involved in sediment assessment, management, and
remediation.
All events during the 4-day program will be held at the Savannah
Marriott Riverfront Hotel. Short
courses will be offered on Monday (January 22). Exhibits
will open late Monday afternoon, and a welcome reception will be served. The
plenary session will feature keynote
speaker Robert Ballard. The technical
program will be conducted Tuesday through Thursday. Abstracts
submitted by the June 30 due date will be considered for placement as
platform and poster presentations in sessions organized and chaired by leaders
in the sediment management community. In addition, several panel/roundtable
discussions will provide an opportunity for invited experts and practitioners to
discuss and debate some of the critical issues related to sediment assessment
and management.
